COUNCIL CLAUSE FOLLOWS QUEENSTOWN AIRPORT DEALS

The Queenstown Lakes District Council wants the Queenstown Airport Corporation to adopt a "no surprises" clause within its latest Statement of Intent (SOI) to avoid any more public uprisings.
The council agreed to receive changes to the airport's 2011-12 SOI at a meeting yesterday after several of Mayor Vanessa van Uden's recommendations were adopted in it, but opted to try add a "no surprises" clause to avoid being kept in the dark about any future issues.
The council was the sole shareholder in the airport but was kept out of the loop last year when the airport's board completed a deal with Auckland Airport to buy 24.9 shares.
Queenstown Airport Corporation never sought approval from the council at large for the deal and the sale resulted in an outcry from the public because of the lack of consultation.
A draft statement of the SOI was presented to Ms van Uden last week and several changes were suggested to the airport's board, which included no new shares being issued without shareholder consent and shareholder consultation before any investments into other entities. The SOI sets out the airport's intentions for the next three years and the scope of activities to achieve that.
After the meeting Ms van Uden said the council did not want to be kept in the dark again.
"(We want) good, bad or indifferent news shared ... rather than getting kept in the dark until the end.
"If everybody works on the basis of no surprises then you can work on the issues," she said.
The council would also like to be more involved in the airport's SOI in the future, she said.
In the past the council had simply rubber stamped it because the process was "nothing but convoluted".
However, in light of the public outcry the council wanted to be more involved, she said.
The council's no surprises clause will be put to the board in the coming weeks and if accepted it will be returned to the council again to be received.
If not, Ms van Uden said the council would decide whether to compel the board to accept the recommendation.
She was unsure how long it would take to hear back from the board, but hoped it would be by the next council meeting.
