CARDRONA ZONING NEAR QUEENSTOWN RECTIFIED

A past zoning bungle meaning towering buildings could be erected on tiny sections on Mt Cardrona's slopes has been solved by a plan-change ratification.
A 2003 workshop involving the Cardrona community identified that a 17-hectare land parcel at the base of the Cardrona ski area "could create some significant negative effects," because zoning meant it could be developed with no minimum lot size and buildings up to 12 metres high.
The land parcel was part of a 131ha block, all of which will now be re-zoned.
In late 2005, the Queenstown Lakes District Council approached the landowner and developer, Mt Cardrona Station, with the idea of initiating a plan change to solve the problem.
The council's senior policy analyst Ralph Henderson, in a report tabled at a full council meeting yesterday, said making the Mt Cardrona Station Special Zone operative was a long-term collaborative process between the council and station owners.
The "outstanding natural landscapes" of the Cardrona Valley were too great to risk losing for the sake of such a development, the report says.
The council's plan-change specifications, released in late 2008, were appealed in the Environment Court by two nearby property owners.
The court's final ruling, which supported the plan change, was released in September.
After the meeting Mr Henderson said the plan change came about as a direct result of community feedback.
The plan change provided for a range of future development opportunities including residential, commercial and visitor activities. Large areas of open space and a network of trails were also incorporated in the development proposal, Mr Henderson said.
Cardrona Station director Chris Morton said the plan change outcome was the result of co-operation and partnership with the council and the Cardrona Residents and Ratepayers Association over many years.
